Zelensky Presents 20-Point Peace Proposal, Awaits Russian Reply on Ukraine War

Ukrainian President Volodymyr Zelensky on Wednesday outlined a detailed 20-point framework aimed at ending the nearly three-year war with Russia, saying the proposal was agreed on with U.S. negotiators and forwarded to Moscow for its reaction.

Zelensky described the plan during a briefing in Kyiv without releasing the full text publicly. He said it represents a U.S.-led initiative developed with Kyiv and Washington that is now under review by Russian officials, with a response expected in the coming days.

Key elements of the proposal include reaffirmation of Ukraine’s sovereignty, a full and unconditional non-aggression pact between Russia and Ukraine, and the establishment of robust security guarantees for Kyiv backed by the United States, NATO and European partners. The plan calls for a peace monitoring mechanism and stipulates that Ukraine maintain an armed forces strength of 800,000 in peacetime.

Under the framework, Ukraine would be guaranteed privileged access to European markets and accelerated progress toward European Union integration, while the United States and allies would support reconstruction and economic recovery through coordinated investment initiatives.

The draft also addresses the future of the Zaporizhzhia nuclear power plant, proposing joint operation by Ukraine, the United States and Russia. It calls for the de-facto recognition of current front-line positions in eastern regions such as Donetsk and Luhansk, with provisions for defining troop redeployments and potential special economic zones through parliamentary or public approval.

Zelensky said additional bilateral agreements on security assurances and post-war reconstruction would supplement the 20-point framework. The peace effort in Miami involved U.S. and Ukrainian delegations working closely on the draft before sending it to Moscow.

While the plan reflects significant cooperation between Kyiv and Washington, key disputes remain unresolved, particularly over territorial control and the management of territory in eastern Ukraine. Russian authorities have yet to publicly respond to the proposal, and negotiations are expected to continue as Zelensky presses for progress toward ending the conflict.
